
Susan E. O’Rourke, P.E.
President/Traffic Engineer
Ms. O’Rourke began her career in 1985 as a traffic engineer in West Palm Beach, Florida. Her unique mix of public sector policy development and private sector implementation have provided the insight to bring complex project through the approval process. A graduate of Vanderbilt University, Ms. O’Rourke has managed projects in all areas to include large scale traffic studies, policy development, parking studies, transit analysis, mobility analysis and transportation design. Ms. O’Rourke likes a challenge. When she is not at work she enjoys running and serving on committees.
2020 has been a big year in the O’Rourke household. Sons Keegan and Bob are graduating from college and high school, respectively. Both have served their time over the years working in the office, counting cars in the field or helping with “IT” issues, CAD design, and complex spreadsheets. Keegan will be moving on to a position as an electrical engineer and Bob is headed to the Naval Academy Prep School. Ms. O’Rourke is thankful that her son Taylor can give us some continued service as the Covid virus caused a reduction in hours in the New Jersey lab where he is currently employed.

Nicole Bortnyik, MSIE
Project Manager
Ms. Bortnyik is a project manager for the firm. She has an MS in Industrial Engineering from the University of Central Florida. Ms. Bortnyik currently manages traffic analyses associated with large scale development and/or freight.

James Kemp, E.I.
Transportation Analyst
Mr. Kemp serves as a transportation analyst with a focus on traffic studies and design and temporary traffic control. Mr Kemp has a BS in Civil Engineering from Jackson State University. He is well versed on Highway Capacity Software and FDOT Standards. Mr. Kemp has provided access analysis in support of FDOT access pre-app submittals and meetings.

Emmanuel “Gatah” Louis
Transportation Technician/ Analyst
Mr. Louis provides analytical support on a number of projects with a primary focus on traffic impact analyses and maintenance of traffic. He conducts numerous analyses to include: Highway Capacity Analysis, traffic counts and roadway link analyses. He is also supporting and advancing in the area of maintenance of traffic for special events and roadway projects.

Merissa Mofield
Administrative Assistant/Technical Support
Ms. Mofield provides administrative and support services for our staff. In that role, she provides project management and ensure systems protocol are followed. Ms. Mofield started with the Company providing traffic counts and parking surveys. She continues to provide those services as needed.

Theron “Mac” McCulley
Data Collection Technician
Mr. McCulley provides the traffic counts and other field data as requested. He has conducted numerous studies throughout the Treasure Coast with the use of manual and electronic counters.
